The city wanted to evaluate several suppliers of software solutions for the management of the building permits. Their concerns were at the level of the involvement of users in the process of selection of the winner of the tender, which is subject to strict regulations.
We have developed a robust method were multiple users could give their opinions on providers according to an explicit evaluation grid. The commentary to each user had a weight depending on the question and the department to which he was appointed.
The method allowed users to be involved in the decision-making process to reduce change resistance, the process respected the legal obligations of the tender process and the winning bidder was the one that was aligned with the manager’s intuition.
